What about voluntary termination of parental rights?

My husband and I were divorced in 1-04 in AR. He was ordered to pay child support and a with-holding was set up. I haven't received a penny. I relocated to AL in Jan '04 after the divorce, but he lives in TX. After 6 months of no visits and no child support, he wants to terminate his parental rights. Does he have to file in AR or AL? What state has handles our case if me and my daughter are residents of AL since Jan 04? Also, if he terminates his rights does that mean he is not responsible for child support and is there a law against terminating your parental rights if there is not another man to adopt my daughter? Help...I dont know whether to look at AL or AR law and I cant find anything about voluntary termination of parental rights!!! Thanks so much!!

Caint be did! AR will only allow a parent to be terminated by DHS or if someone wants to adopt. He cannot just say I don't want to be Dad anymore and get any AR court to go along with it.

Just because he doesn't want to pay child support, he will just have to buck up and get it paid!
