acquireing clients

I am in the process of switching engineering firms. How can I approach my clients and clients of the firm I have had no direct contact with to move over with me without breaking any laws.

What you are seeking to do is a very touchy subbject. The answer, in part, depends on what sort of contractual restrictions you have with your present employer. If you have some sort of a noncompete agreement, you would need to consult with an attorney to review that agreement and determine what sorts of rights you may have.
