We have a salaried employee who will leave work early to take care of personal business...get a passport photo taken, son has a dental appointment, etc. Can we dock her pay?

If it is pursuant to a written policy, then you can generally dock an employee's pay without destroying the exemption. However, as with any exception to an exemption, you should sit down with an attorney to discuss its implementation. The consequences of failing to properly implement this sort of action can destroy the exemption for an entire class of employees and require that you pay overtime wages to all of those employees.
