Withholding Pay
May an employer legally withhold or refuse to pay for work already done because he/she is not satisfied with the quality or quantity of work. If so who decides the quantity or quality?

No. If this is a true employment situation and not one of an independent contractor an employer cannot refuse to pay you based on the quality of your work.
