Legal Division of Property

Two people bought property jointly. One is now retired and living on a fixed income. They wish to get their affairs in order however, the other party will not sit down and arrange a division of the property as to which section belongs to whom. First party wants to finalize this so he can divide his share of property into sections to bequeath to his children. Cannot afford costly legal fees to have it accomplished. Property is in state of Arkansas where both parties reside. What actions can first party take?
