Legal Question in Real Estate Law in Arkansas

I have owned a mobile home in Lamar ar, a town of less than 1500, for nearly 14 years. It has been unoccupied for a little over two years now. I use it for storage, especially when I'm out of town (I work on the road for long periods of time). recently the towns "code enforcement officer", approached a family member saying that any mobile home within city limits that has been unoccupied for one year, would be bulldozed by the city, and that they were within their rights to do this without permission of the owner. can they legally do this? destruction of private property seems beyond criminal to me, especially being disguised as "city ordinance".

Municipalities are given broad authorities with regards to such ordinances, however, they also cannot effect a violation of the fifth amendment right against unlawful taking. Consult a local attorney on the specifics of the ordinance and any rights you may have.
