Shared well agreement

We are supposed to close on the sale of a motel tomorrow. The motel has 3/4 interest (in the deed) of well on neighbor's property. Neighbor has 1/3 interest. Neighbor has acknowledged this by paying 1/3 of repair bills and stating in a property disclosure when they had their house up for sale. Now the neighbor has locked the well house and will not allow access to the well. This agreement has been in effect for 20+ years. What do we do??
