OTH army dicharge

I received a discharge of general , other than honorable for suspected drug use,/rehabilitation compliance failure from the Arkansas Army National Guard. I was 19 years old and a Specialist. My re code is 3. I want to re enlist in the Army. I am 27, a college student with 117 hours. Who can help me get back in?
