misuse of power of attorney

I gave my sister P of A a few years back, since my sister was living with my mother in CA while I am in AR. My sister has been using my mother's money for her own personal gain, purchased Mom's home way below market value, while making mother still pay all the utilities and I saw a check for insurance for $35,000. Perhaps life ins. with my sister as the benificary. I have some of the canceled checks that can prove what she is doing. She has lied and says mother only pays 2 of the household bills. She would put her in a home imediately if it weren't for losing her Golden Hen. What can I do? How can I find out about the ins. policy? Mom's short term memory is gone. She is also stashing money into private accounts that she swears are in my name also, but not true. I found some records while visiting.
