Repayment of a Loan

I loaned--name removed--class mate of mine from 2003/2004 some money to pay his bills and he said he would pay me back. To this day he has not payed me back anything of the money. All up it was $2000 and i am currently financially struggling

Make demand for repayment stipulating a reasonable time for repayment (say 14 days). If the loan is not repaid you should either take action in the Victorian equivalent of the Minor Debts Court (generally a self help forum) or seek assistance from a solicitor to recover the debt - the latter course may not be cost effective.
