Paternal Rights
My brother is being denied access to a child that may be his, and the mother is refusing paternity testing. What rights does my brother have? And what should his next course of action be?

I refer to your recent enquiry.
Under Australian Family Law your brother can make an Application to the Family Court for paternity testing. Once that testing is complete and if your brother is shown to be the natural father then he may also make an Application for Contact (or access) to his child. I would suggest therefore that his next course of action should be to make the Application to the Family Court for paternity testing.
