international contract signed
could a civil action be brought against the person if they signed an employment contract for an overseas agency but the person who signed the contract doesnt live or intend to live in the country due to changed circumstances. i.e can the overseas employment agency legally force the person (who lives outside the country) to repay costs incured for the duration of the visa process.

Re: international contract signed
It would depend on how good the contract is that they signed. We can review it and give you a legal opinion for a reasonable fee.
