Can the court decide that the arresting party is entitled to recover all costs involved in the arrest of the Vessel incurred by the arresting party.

The question is not clear. If it is about whether the plaintiff can recover costs for arresting a ship, then there is no bar in getting that. But usually not before the whole matter is settled.
