This is based on the doctrine of separation of powers. The executive/government is the part of the state that deals with its day to day governance. The legislature is the arm of the state which legislates or enacts laws. The executive is bound and directed by these laws. The executive is answerable to the legislature and the legislator is answerable to the people through elections. The relationship is complex and can hardly be expressed fully in this small space. You may concern any good book on Constitutional and Administrative law for more elaborative explanation.
