Legal Question in Education Law in Belgium

My school has just instated a school rule which states, "no smoking at all during the school day" which includes smoking on-campus and off-campus. Are they legally allowed to prevent us and punish us for smoking off campus? Or do they have the legal rights to have that rule in place?

Some information is missing in your question (exact wording of the rule).

I expect that off-campus, is about the moments you are not at school, but under school supervision (eg. a school trip).

In case of off-campus and not under school supervision, the school has no authority, but sometimes the parents of students sign that they agree with the School Rules. So that could mean that if you smoke off campus (eg on your way to school), your parents agree that you are punished by the school.

Not smoking is an alternative of course ;-)
