Legal Question in Technology Law in Bulgaria

Downloading MP3s from an
I would like to ask you if it is illegal to download from a site that insists that it is only a "garage" of freely parking mp3 in order to save space from your HDD. And because we love democracy we all save them in the same (from everybody accessed) directory !!!
Is it illegal that you can download other people's mp3's ?
is the owner of this site an illegal person?

Pardon my ignorance, but what is an mp3. It would seem that by posting any text of another person copyright laws may be violated. Is an MP2 test?
