At what age can a minor child choose to modify his parents' visitation agreement in California?

Never. As long as they are a minor they have no power over custody. At 18 they are both no longer a minor and no longer legally under their parents' custody. From 14 on they do have a right to speak in court at any custody hearing. That's it.
