Legal Question in Employment Law in California
A car dealership interviews me, tells me I'm hired, sent me for drug testing (passed) sent me for background check and fingerprinting ($55) sent me to the DMV to "pay" $56 for my Vehicle sales lic. done! then told me to all that was left for me to do was fill out the employee packet and get started.
It's been over one month the sales manager who hired me is no longer with the company, the HR manager isn't accepting my calls or returning my messages. This morning I spoke with the available sales manager who said he'd find out what's the delay.
there has to be a law against this.

An employer has discretion to make business judgments insofar as the employer's decisions are NOT motivated by some animus against a protected class, such as women or minorities, etc.
I'm sorry to inform you, but there is no law against this. You **may** have a claim for reimbursement of monies spent for fees incurred before being employed, but even this is not clear. You do not have a right to be hired or to start work there.
