chargebacks

are they legal and upon quiting is the employer required to return all monies that had been put into a reserve account for chargebacks

there are certain guidelines regarding when charge backs can be accessed. If you were paid commissions, that were subject to charge back, the employer may be justified in holding back until all the condititions have been met (e.g. customer has 30 days to return goods, and 30 days hasn't lapsed yet).
