Why are there more House members than Senate members?

At the initial Constitutional conventions to draft the mechanics for governing, some states were concerned that if representation was based on population the larger states would override the interests of the smaller states. If every state had the same vote at the Federal level, on the other hand, the more populated states thought that they'd be at the whim of little states dictating federal policy. The decision was made to have two houses in the legislature and both would have to agree to a federal action - one house would have equal representation (2 Senators per state), and the other would have representation based upon population (now 435 Representatives representing the same number of people each; each census shifting the number of Representatives per state depending on where people have moved)
