Dismiss current counsel, request new counsel

My friend has been arrested and charged with ''Maintaining a Place for Drug Sales''. She was assigned a public defendor. When she called P.D. office to schedule initial appointment, she was told that there was a conflict of interest and was given the name of another attorney (that is contracted out) who would be representing her.

The problem is the attorney assigned is not pleading her case, in fact, he is truly doing nothing for her. At her pre-trial, he failed her miserably.

Can she request new counsel be assigned, and if so, what is the process for doing so?

With any appointed Counsel, the defendant may request the Court to appoint new counsel...for good cause...not that I don't like the information I received...
