Who is the respondent when a homeowner files with the Superior court to reduce the quorum for amending CC&r's. Is it the BOD or HOA, if so then who is the respondent when the BOD files to reduce the quorum?

The respondent is any interested party that wishes to oppose the Petition.

In California, the HOA is the real party in interest. The HOA's interests are protected by the BD, but any homeowner has the right to intervene as an additional real party in interest.
