What is PL94-142 (I.D.E.A.)?

I need information on the federal program I.D.E.A (formally PL94-142)as it pertains to a 5 year old child receiving speech therepy through a public scool system within the State of California.

IDEA stands for the Individuals with Disabilities Education Act. It is the Federal law that guarantees a child's free and appropriate public education (FAPE).
