Legal Question in Juvenile Dependency in California

Relocating a teenager

My daugthers friend lives in California we live in Az. and she wants to live with us. She will be 19 in Nov. she has not lived with her mother for a year. If her mother gets mad about us bring her to Az. can she charge me with anything like kidnapping?

Your daughter's friend has reached the age of majority (18) and therefore generally can do as she pleases.
