Legal Question in Disability Law in California

ADA discrimination: I am in a wheelchair and need to use oxygen 24/7. The shortest access path to my apartment was removed by site owners; they do not want to replace it because they say they cannot afford to. Isn't there a law that a path needs to be replaced if it is the main access? I now have to travel much further to my apt. What is the specific ADA law siting for this discrimination?
