ADA violation rights in small claims for damages

My fathers homeowners association is beyond dictatorial.My father had removd his grass and put cement on the front grass because he is disabled and needed it for ADA purposes. Well the HOA told him if he doesnt remove him,they will place a lien on his house. It cost him $5000 to put the grass back. Can we sue for damages for violation of ADA

I am not an expert on the ADA; I suggest that you contact a local office. Logically, he is not being discriminated against because of any disability. He should try to work something out with the HOA. He should have known before removing the grass that he might be violating the CC&R's. Try to temper your anger with realizing that his neighbors probably do not like seeing a concrete lawn.
