Legal Question in Disability Law in California

We had a car accident. My mother was driving, (we're her daughters), and we hit a pole and hydrant. I thought we could get money for bodily injury, because we are "passengers in the car" (insurance's exact words), but AAA said we could only get money if my mother had paid insurance for "medical payments" because we are her relatives. Is this right and why do they do it this way? Shouldn't we just be considered passengers, not relatives, since we have no control of the driving?
