is it illegal to call someone a CENSORED in the state of california?

If you mean can you be arrested for merely saying the word, probably not, but depending on the context you could be sued, fired from your job, or the individual could slug you and be justified in doing so.

No, unless in the employment or commercial.business setting; then someone could get fired sued for discrimination..
