Legal Question in Disability Law in California

My lawyer wrote a letter on my behalf requesting special circumstances for testing based on my extensive psychological assessment. The letter was sent by the deadline; however, was denied on the basis that the letter was not written and signed by me; therefore, the deadline had past. Is this legal.

Since you have a lawyer, you need to ask him or her this question. I will say, very generally, since I am not privy to the facts of your case, that in most situations, lawyers may speak for their client, as though it is the client speaking.
