Is it legal for an able bodied automobile driver to block a handicapped person from parking in a handicapped parking place?

No. It might be construed as an act of intimidation against a person on the grounds of the person's disability in violation of Civil Code � 51.7 and the disabled person would be able to sue for damages including punitive damages and civil penalties.
