Legal Question in Disability Law in California

I live in fresno california, my brother and his wife took my ID and VIP card (global payment card) and went gambling at a local casino and lost $5000 money i dont have in my account i closed my account the next day and contacted global payment. Global payment said they have to wait until the bank send the transaction back insufficent funds.my brother and his wife were living in my home and dont have any means of paying the money back. my brother said they gambled all the money and thought they was going to win the money back. I dont have the money and i dont know what to do ..i work two jobs as is trying to pay my bill...please help me thank you
