I have received a notice regarding consent to jurisdiction of the united states magistrate judge. What is my next step, after I turn in the notice to the united states district court of California?

By this you mean you have filed a lawsuit in federal court without an attorney, and you don't know what you are doing??!? Good luck with that. There are only about a zillion "next steps." Start calling attorneys.
