Can legislation(such as the ADA)completely eradicate prejudice, discrimination, and segregation and if not, why?

This isn't a legal question. You're asking how to eliminate all human bias. It exists in everyone, whether you wish to admit it are not. Our employment laws are designed to protect those who are victimized by people in a position of power who act on their biases to the detriment of others. Will it ever be eradicated? Probably not as long as people are different from one another.
