Legal Question in Administrative Law in California
I am 47, in good health and live in California. I was wondering, if there is an all-in-one form where I can grant my parents access to everything that concerns me (financial, medical, legal records/accounts, etc.) so they would not have to deal with bureaucratic roadblocks in case of an emergency or death.

No, there isn't a single document that you can execute yourself that will accomplish all this. Partly, this is because "emergency" and "death" are treated differently, so that a will covers one, while a power of attorney covers the other. I suggest that if you are contemplating the need for such a form, that you speak with a local attorney who specializes in wills, trusts and estates to see whether there is a combination of two (or three or four) instruments that could be prepared that would properly cover all the contingencies you may foresee. Most attorneys strongly advise against trying a do-it-yourself approach to matters this important and where a small mistake could produce an unintended result.
