What can I do about over billing bysouthern california edison?or do I just have to pay whatever they bill for?

You can file a complaint online with the California Public Utilities Commission and see if that gets you anywhere.

Start by discussing your complaint with the utility's billing, complaints and public relations representatives, preferably obtaining their positions in writing. The CPUC will give more attention and credibility to a well-documented complaint. Utility charges are based on filed tariffs, so try to obtain a copy of the applicable tariff from the utility's rates and tariffs department, or whatever they call it.
