We are puzzeled of why the county

Re: County recorder's authorized duties, and responsibilities
I'm puzzled by what you mean by "submit official paper work."
What do you mean by "submit?" The job of the recorder is to record documents delivered to him or her in the official records of the county by copying them and indexing the copies. In days of yore, recording was done by meticulouly hand-copying the entire text of documents into bound volumes. Later, photostatic copies were made and put on microfilm. Most recently, the public records consist of electronic (digital) images.
As far as I can tell, 95% or more of what the county recorder does is for the private sector. So what do you mean by "official paper work?"
