Legal Question in Administrative Law in California

I was denied an exemption on my criminal record. I appealed and have my hearing on the 12th of October. I have no one to represent me. I need submit my written statement of position.. right?

I assume you mean "expungement" rather than "exemption." I recommend that you work with your county's public defender; they handle expungement matters for those who can't afford a private attorney.
