dognapping

An accqaintance of mine is holding my dog hostage in exchange for alleged monoie owed . The amount keeps escalating . In effect , this is extortion , added to this there are terrorist threats being made to me

This is not now, at least not primarily, a matter to refer to a private lawyer. This is a matter for your local police or sheriff to handle before it is too late. Contact law enforcement and make a complaint. I'd also contact the local humane society. Later on, after the authorities have the facts, the dog is safe home, and criminal procedures through the DA's office have begun, then consider filing a civil action for your harm.

I should add that you may want to consider getting a temporary restraining order against the neighbor for civil harassment; the police or the local court clerk can advise you.

I'm not saying don't get a lawyer....just call the cops first....you need faster action. Get a lawyer on Day Two if the police can't help.

Finally, I agree that this is extortion.
