Homeowners Board Not Following CC&Rs

Our Homeowner's Association Bylaws state that all meetings of our Board of Directors are open to all members of the Association. To obviate that, the directors are meeting in private/closed sessions that they are calling workshops. They claim that the Association attorney has given them the advice that they may do this. Since the Bylaws specifically state ''ALL MEETINGS'' and there is no mention of a deviation to this word for such workshops, which is a meeting, is this legal? And what solution does one have to stop this other than the recall of the board which might take as long as their current time in office?
