Independent contractor agreement issuer.

Who is responsible for providing legal documents disclosing financial compensation for service provided and does a confidentiality agreement confirm legal and compliant documentation.

I agree that your question doesn't contain enough facts. If you are asking how an independent contractor's compensation is set, I would say that, by definition, one isn't a contractor until there is a contract; and formation of a contract requires a "meeting of the minds" on all key terms, including the rate of compensation. So, I'd guess the answer to your question might be that both parties must agree, but either party can take on the responsibility (or privilege?) of creating the paperwork that reflects the parties' agreement.
