Can a judge give default judgement in favor of (and representing?) a no-show paintiff (citing agency) of a parking ticket appeal case in California?

Not sure of all the facts here, but as a general matter, a default has little or nothing to do with presence in the courtroom. Defaults that result in default judgments generally (but not always) occur because a party hasn't responded to paperwork (usually a summons) within the time allowed.
