This would call for a 2,000 page book just to scratch the surface. It would have to cover both the authority and the limits on that authority.
Basically, the authority is to enforce laws and prevent breaches of the peace. The limits on police power derive mainly from the 4th, 5th and 6th Amendments to the U.S. Constitution, similar restrictions in the California Constitution, and the policies developed by the courts, cities, police departments, etc.
