There are two (at least) possible meanings for the term "press charges." In one sense, it means to try to convince the District Attorney to initiate criminal proceedings against someone. In another possible sense, it means to file and serve a civil lawsuit yourself. Although the latter meaning is probably less common, that's what it sounds like you're asking about. Filing false reports of the kind mentioned could, of course, violate some criminal laws as well. So, you have two possible approaches. If you want to bring a civil action, seeking damages for yourself and perhaps an injunction, speak to a local attorney. If, however, you think a criminal proceeding is what is appropriate, visit your county district attorney's office and speak with a case-intake or public information paralegal or clerk or assistant DA. Take all your relevant documents with you.
