Legal Question in Administrative Law in California
Should I provide funds, and other tangible property per a settlement agreement that is signed by me but not yet the other party? Is there any chance (or protection) for the other party not to sign the agreement after I provided my part?

It's far safer to wait for the settlement agreement to be fully executed. There is some possibility that if the other party accepted part or all of the cash or property that this could be argued in court to constitute acceptance, but if the agreement has been negotiated and the terms agreed upon by both sides, it is better 99% of the time just to wait for the other party to sign.
