Publishing phone directories

Is it a new federal law that churches and schools cannot publish a phone list of their members?

Based on very limited research, I think the publication of directory information is permissible, but a member or a student's parent has a legal right to "opt out" by notifying the church or school in advance. Sorry but I couldn't find more or definetely confirm the accuracy and completeness of this information without more research than I'm able to do at the moment.
