Legal Question in Administrative Law in California
I recently received a tax lien in the mail for $16,900. This is from a credit card that was closed several years ago with a zero balance. The credit card company told me the card had a balance of $1,000 and tried to charge me $15,500 in interest. How can I protect my car and me filing taxes.

This question don't make no sense, nohow!
Credit card debts don't result in tax liens......and you don't even seem to have a credit card indebtedness.
Further, $15,500 of interest is ridiculous.
Either someone is trying to scam you, or you are scamming the LawGuru attorneys.
If it's the former, contact your D.A. or the attorney general.
