Are we allow to record a cop if im a witnes to a crime - part of a crime - or not part of a crime at all? Or if i get pulled over for example...

I would think recording a cop would be a violation of Penal Code section 632, which prohibits "eavesdropping on or recording confidential communications" as the situations you mention would probably be considered more or less confidential for purposes of this statute. However, note Penal Code section 633, which allows police officers to record conversations in the performance of their duties.
