Refund of Bond Fee

I would like to know how/who to sue in order to get my bond fee refunded. A warrant was issued for a traffice violation expired license and registration. The officer wrote the code for a suspended license and hand wrote expired driver's license. Also, when it was time to take care of the ticket, I went to do so and they could not find it in there system. I checked and went there many times. I was told that if the officer doesn't turn in the citation within a period of time it was voided. I check for aprox. 3 months and nothing. I was pulled over and much to my surprise there was a warrant for 26,000.00 in which I was arrested and jailed for 3 days. I was bailed out and the fee was 2,600.00 for the bond. I went to court andthe attorney told me that the court was making some computer changes and that there were many people who's tickets and cases were lost and then re-discovered and put warrants when they shouldn't have. I had to plead guilty to the registration violation and that was it. The suspended license was dropped. So in reality this warrant should not have been issued.

I would like to know who I can sue to get my bond fee back.
