Legal Question in Administrative Law in California

Is it possible to remove a Federal Felony for a now mature person who took a plea agreement as a 19 year old? I thought that after the debt was paid the person would be able to move on, but the conviction is still there and affects everything from jobs, apartment rentals and even girl friends.

Federal felony convictions can be expunged if (a) the law under which you were accused is later found unconstitutional; (b) there was government misconduct involved, or (c) you were convicted of certain drug offenses while under the age of 21.
