Serving RFA & interrogatories on other parties

I am representing myself in a civil lawsuit. Can I serve RFA and interrogatories on other parties whom I have not sued and named in my complaint, but have critical and supporting information regarding my case?

No, you may not. Written discovery requests like Requests for Admissions, Demands for Production and Inspection of Documents and Things, and Interrogatories, can only be served on named parties to the lawsuit.

The way you get information from the non-parties is to serve them with a subpoena for the production of business records, or a deposition subpoena requiring them to show up and be deposed. You will need to get the clerk of the court to issue these subpoenas for you as you are not an officer of the court. You may also need to get someone who is not a party to serve them for you. See Cal. Civ. Proc. Code Sections 1985 et seq.
